The smart grid concept requires a fully interconnected grid. For many networks, the existing configuration makes interconnection very expensive and very difficult, and the prospects of a fully interconnected smart grid remain remote. Distribution network characteristics, however, offer the opportunity to implement flexible distribution networks independent of the state of the rest of the grid, and make a very attractive starting point for the application of smart grid principles.
